A question about chapter 2

Hello, Near the end of Chapter two the author writes that the, "investigation of mediums has failed to authenticate any parapsychological phenomenon" and yet, in the case of all four mediums, it seems that at least some of the phenomena could not be explained away by anything of a non paranormal nature. They were having the mediums followed and putting them in bags and cages and seemingly paranormal phenomena were still going on. If "paranormal" is defined only in negative terms, I am curious about how is it possible to authenticate anything, as opposed to concluding that, "We know the non-paranormal explanation is there but we just haven't been able to find it yet." All of the four mediums did seem to have some issues that would seriously hurt their credibility but do researchers ever accept a phenomenon as paranormal or even seemingly paranormal? Thank you!
